The Compliance Manager supports Open Cities Health Center’s efforts to maintain compliance with federal, state, and local healthcare regulations. This position plays a key role in implementing and monitoring internal systems to ensure the organization meets requirements set by agencies such as HRSA, HIPAA, OSHA, and CMS.
The Compliance Manager collaborates across departments to assist with policy implementation, staff training, incident tracking, and audit readiness. The ideal candidate has a strong attention to detail, working knowledge of healthcare compliance standards, and a commitment to organizational integrity and transparency. This position reports directly to the CEO.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Regulatory Compliance and Oversight
· Assist with maintaining compliance-related policies, procedures, and tracking systems.
· Conduct routine internal audits and support the collection of documentation for external site visits or evaluations.
· Monitor compliance activities related to HRSA requirements, HIPAA privacy/security, OSHA regulations, and FTCA standards.
· Support tracking and resolution of incidents, grievances, and compliance concerns in coordination with leadership.
Training, Reporting & Communication
· Oversee and provide compliance training to new hires and current staff; update materials as regulations evolve.
· Serve as the point of contact for compliance-related questions, whistleblower concerns, or incident reporting.
· Prepare and present regular reports to the CEO summarizing key compliance indicators, risk trends, and incident resolution.
· Assist with records management, risk assessments, and compliance checklists.
· Stay informed of regulatory changes affecting FQHCs and bring recommendations to leadership.
Organizational Support and Collaboration
· Work cross-functionally with leadership, clinical, administrative, and IT departments to embed compliance best practices into daily operations.
· Lead the Compliance Committee and ensure accurate meeting documentation and follow-up actions.
· Stay current on healthcare compliance trends and best practices; represent the organization at compliance-focused conferences and trainings.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
· Bachelor’s degree in health administration, public health, compliance, or a related field.
· 2–4 years of experience in healthcare compliance, preferably within a nonprofit, FQHC, or clinic setting. Strong knowledge of HRSA compliance standards, HIPAA, and federal grant regulations.
· Strong attention to detail, organizational skills, and ability to handle sensitive information with discretion.
· Demonstrated analytical, investigative, and decision-making skills.
PREFERRED QUALIFICATIONS:
· Experience with the operating requirements of primary care programs funded by HRSA preferred.
· Certified in Healthcare Compliance (CHC) or Certified Compliance & Ethics Professional (CCEP), or equivalent credential.
· Experience supporting HRSA Operational Site Visit (OSV) preparation.
· Work experience in a FQHC/community health center or similar nonprofit healthcare organization.
· Familiarity with UDS reporting, EMR systems, and risk management processes.
