POSITION SUMMARY:

Under the direction of the Chief Executive Officer (CEO), the Chief Financial Officer (CFO) provides strategic and operational leadership for the financial health and sustainability of Open Cities Health Center. The CFO is responsible for overseeing budgeting, financial reporting, grants management, revenue cycle, audit preparation, and compliance with federal and state funding requirements, including HRSA guidelines. This role is essential in ensuring financial stewardship and alignment with the organization’s mission to deliver high-quality, affordable healthcare services. This position follows a flexible remote/hybrid work schedule, allowing for both collaboration and flexibility. Candidate must have the ability to travel to St Paul, MN when directed for engagements and organizational functions.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Strategic Financial Leadership

· Develops and leads the organization’s overall financial strategy, aligning fiscal operations with long-term goals.

· Advises the CEO, executive leadership team, and Board of Directors on financial planning, forecasting, and strategic decision-making.

· Prepares and presents financial statements, reports, and dashboards for internal and external stakeholders.

· Participates in the development and review of the annual Federal 330 grant budget submission.

· Develops KPIs and other key data to assess the financial health of the organization.

Financial Operations & Compliance

· Oversees accounts payable/receivable, payroll, general ledger, and monthly reconciliations.

· Manages all aspects of the annual audit process, working with external auditors and staff to ensure accuracy and compliance.

· Ensures compliance with GAAP, HRSA, Uniform Guidance (2 CFR Part 200), and other regulatory requirements.

· Monitors cash flow, reserves, and investment accounts to maintain organizational liquidity and solvency.

· Stay informed of regulatory changes affecting FQHCs and bring recommendations to leadership.

Budgeting & Grants Management

· Leads the annual budgeting process, working with department heads to align resources with program goals.

· Oversees grant budgeting, drawdowns, reporting, and reconciliation to ensure proper use of restricted and unrestricted funds.

· Ensures timely and accurate financial reporting to federal, state, and private funders.

Supervision & Collaboration

· Supervises finance, billing, and revenue cycle teams, setting clear expectations and providing performance evaluations.

· Collaborates with department leads to strengthen financial literacy, budget accountability, and cost-efficiency.

· Supports strategic initiatives such as capital projects, new site development, or program expansion.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

· Bachelor’s degree in Accounting, Finance, or related field.

· Minimum of 3–4 years of progressive financial leadership experience in a Federally Qualified Health Center (FQHC).

· Strong understanding of healthcare billing, revenue cycle management, and grant compliance.

· Proficiency in accounting software (e.g., QuickBooks, MIP Fund Accounting, SAGE, or similar) and Microsoft Excel.

PREFERRED QUALIFICATIONS:

· Master’s degree in Accounting, Finance, Healthcare Administration, or related field.

· Experience with the operating and compliance requirements of HRSA-funded primary care programs.

· Experience managing federal grants and Uniform Guidance compliance (2 CFR Part 200).

· Prior experience preparing budgets for HRSA Section 330 grant applications or capital expansion grants.

· Experience working with diverse and underserved communities.
